What It Is

 
The Foreign National Student Intern Program is designed for students who are non-U.S. citizens seeking internships with U.S. Missions abroad.  The program benefits both posts and students by providing the foreign national students with valuable educational experience in U.S. Missions and by assisting posts in accomplishing their mission goals.  The purpose of the Foreign National Student Intern Program is to offer students the challenge of working in a foreign affairs arena and at the same time profit by their assistance.  There are no benefits attached to this internship and no compensation, nor any future employment rights.  The program is open to all students and provides the opportunity to work for a short period (not more than nine months) in the Embassy to gain experience in various areas of foreign policy and management.
 

Who We Are

 
The U. S. Embassy in Seoul is comprised of various U.S. Government agencies.  The Department of State, the primary presence at the Embassy, is the official international relations arm of the President of the United States.  The Department is responsible for formulating, implementing and supporting U.S. foreign policy, assisting U.S. citizens abroad and managing the human and material resources that provide the platform for U.S. foreign policy.  Members of the Department's Foreign Service and Civil Service are engaged in issues such as conflict resolution, nuclear non-proliferation, human rights and democracy, environmental issues, world trade, public diplomacy, and the promotion of the interests of Americans and their businesses abroad.  Department of State employees are also involved in support and management issues -- improving logistical systems to get the best possible value for tax dollars.  From time to time, a limited number of positions may become available for student interns who will work with Department of State (DOS), Foreign Agricultural Service (FAS), and Foreign Commercial Service (FCS) offices in the Embassy.    
 
 
Program Requirements
 
The Student Intern is Not Considered a Federal Employee
A student participating under this program is not considered to be a Federal employee of the U.S. Embassy for any purpose other than injury compensation or laws related to the Tort Claims Act.
 
No Compensation
No compensation or benefits are offered in connection with program.  Performance evaluation report will be provided at the end of their internship, if the interns request.
 
No Creditable Service
Participation and service in the Foreign National Student Intern Program is NOT creditable for leave accrual or any other employee type benefits.
 
 
 
Minimum Eligibility Criteria
 
Eligibility Criteria in General
Only students who are non-U.S. citizens in Korea are eligible for the intern program, including any non-host country foreign nationals who are legal resident students of the host country, 18 years of age, and who are enrolled in a university, college, or junior college of not less than half-time.  Non-host country foreign nationals are required to submit the same documentation as the other applicants, plus documentation proving legal resident status.
 
Definition of Student
Eligible students must also meet the definition of a student, pursuant to Title 5 USC 3111, as follows:
"3111. For the purpose of this section, 'student' means an individual who is enrolled, not less than half-time, in a high school,* trade school, technical or vocational institute, junior college, college, university or comparable recognized educational institution. An individual who is a student is deemed not to have ceased to be a student during an interim between school years if the interim is not more than 5 months and if such individual shows to the satisfaction of the Embassy that the individual has a bona fide intention of continuing to pursue a course of study or training in the same or different educational institution during the school semester (or other period into which the school year is divided) immediately after the interim."
*NOTE: All Foreign National Student Intern Program applicants must have graduated from high school or equivalent secondary school prior to beginning their internship.
 
Minimum Age
The intern program applicants must be at least 18 years of age at the time of appointment.
 
Potential
The student must have demonstrated potential to accomplish the type of work to be performed, as demonstrated by transcripts and/or courses taken.
 

Transcript and Permission

The student must be in good academic standing at his or her current educational institution and provide a certified transcript to verify it, and must provide written permission from the educational institution in which the student is enrolled to participate in the Foreign National Student Intern Program.
 

Certifications

The student must receive a security certification and a medical certification once selected for the program and before starting to work.  The selected applicant is responsible for obtaining the medical certification.
 

Medical Insurance

The student must be covered under the ROKG’s Health Insurance Program on his/her own.
 

Types of Assignments

Interns can be assigned duties that may include research, economic and political report writing, correspondence, information systems, analysis of international issues, consular work, administrative duties, property management, procurement, financial management, and personnel management.
 
 
 

Selection Process

 
1.      Once the applications are collected, each employing section reviews them.
2.      Selected candidates will be contacted for interviews by the Embassy.
3.      Once all personnel procedures are completed, then preliminary selection(s) are made, the Human Resources Office will send an official letter extending an offer to participate in the program to all those selected.  This letter will include information on the position, the dates of the program (will be arranged between the student and the employing section) and the work location.
4.      Selected candidate will be required to bring medical certification.  
5.      Final selection is contingent on passing medical and security checks.

Financial Management Center (FMC) - 1 position
 
Position Descriptions
 
Perform various finance and admin support such as; Post Support Unit voucher preparation (initial voucher review/check, insert vendor code information on PSU voucher and PSU voucher package scan), Seoul post voucher support (payment voucher initial review, ILMS entry of payment information and complete payment voucher scan), admin work (mail pick up/ distribution, EFT notification distribution and eService request), editing payroll reports and other tasks, as assigned.
 
Required Qualifications
 
·         Academic Major: Accounting, Business Administration and Finance related field are preferred
·         Period of Internship: 90 to 180 days.  40 hrs per week is desirable but the exact internship period and the hours per week will be arranged between the intern and Financial Management Center
 
 
Management (MGT) - 1 position
 
Position Descriptions
 
The intern will support Management Assistant to assist Management Counselor and operation of the Management Office.  Will be required to perform a wide variety of administrative assignments as needed under the guidance of the Management Assistant as below.  Major duty is to provide administrative assistance to the Management Counselor under the guidance of the Management Assistant in scheduling meetings, organizing documents, preparing a brief draft, coordinating official event as directed, assisting with phone calls and visitors, and all recurring needs related to office management, correspondence, file and record-keeping. updating the Management’s contact list and other tasks, as assigned.  Interns will have the opportunity to develop important professional skill sets, to learn the inner workings of what an actual Embassy does, and learn professional protocol practices and office operation planning. 
 
Required Qualifications
 
Basically, interns should feel comfortable in interacting in the cross-culture setting with strong sense of responsibility with flexible manner. The ability to organize and coordinate activities and to build contacts is imperative. Decent interpersonal, enthusiasm of learning office operation, keen understanding of authority, taking instruction clearly, and respecting office rules are required. 
 
·         Familiar in the use of Word, Excel, and PowerPoint. 
·         Familiar in the use of  MS Outlook Express to deal with email exchanges.
·         Must be able to work independently.
·         Academic Major: Any area of study
·         Academic year: Third or fourth year university students

General Services Office (GSO) Intern - 1 position
 
Position Description
 
The GSO section of Embassy Seoul encompasses the following offices: Travel, Housing, Property Management, Procurement, Shipping, and Motorpool. The winter intern will work across the various sections and interact with both American officers and Korean staff members.
 
The selected intern will assist with process management projects to help increase efficiency and reduce the operating costs related to the management of U.S. government expendable and non-expendable assets (including motor vehicles).  Tasks and projects will include:
 
·         Manage and upgrade the GSO intranet homepage, including setting up file sharing capabilities and educating staff about usage.
·         Assist with data input related to vehicle usage, toll card and fuel usage.
·         Perform administrative tasks associated with shipping property, vehicles, and pets across international borders, specifically including preparing documents associated with customs clearance.
·         Manage records for shipping section.
·         Assist with housing records and prepare schedules related to occupancy and vacancy of owned and leased housing.
·         Assist with various administrative duties throughout the office.
 
 
Required Qualification
 
·         Academic Major:  Any area of study
·         Level III English.  Good knowledge of Microsoft Excel, Word, Access and strong data management skills. Strong internet and organizational skills required. Experience working with SharePoint a plus.
·         Period of Internship:  The exact internship period and the hours per week will be arranged between the intern and the GSO section.
·         The internship duration and working hours are flexible, full time or part time is acceptable.  Students currently enrolled in classes but available for part time work are also strongly encouraged to apply.
 
 
PA/IO -4 positions
 
PA/IO Social Media Unit – 1 position (to be filled year-round if possible, in order of preference)
 
Position Descriptions
 
The intern will support the Mission’s Internet-related public outreach programs, particularly the Embassy’s SNS accounts, Café USA, the Mission’s online community, and the Ambassador’s blog.  Specific duties would include monitoring and coming up with creative ideas for the Embassy’s SNS accounts, translating SNS posts and comments, and improving the visual design for the Embassy’s new media platforms.  The intern would also be encouraged to make suggestions to improve existing programs and devise new, creative programming.  The intern will also have opportunities to participate in Embassy press events and assist in the broadcast unit.
 
Required Qualifications
 
·         Academic Major:  Any area of study but preference given to those with good analytical and IT skills, background knowledge of mass communication and media, political science, sociology, psychology, and/or international relations, as well as knowledge of Korean civil society.
·         English: Fluency in English is highly recommended. 
·         Period of Internship: Open year-round for periods of 60 to 180 days.  The exact internship periods and the hours per week will be arranged between the individual intern and the Information Office.
 
 
PA/IO Embassy Design Center – 2 positions (to be filled year-round if possible, in order of preference)
 
Position Descriptions
 
The intern will assist in all operations of Embassy Design Center.  Activities include: designing mission graphic arts such as producing posters, banners, brochures, name cards, menu cards, reports, pamphlets, booklets and maps.  In addition, the intern will perform photo taking at the Embassy official reception.  We prefer an intern who can commit to a minimum of four months.
 
Required Qualifications
 
·         Academic Major/Skills Required:  Any area of study, but preferences to those with Computer Graphics or Printing skills.  Experience in Adobe Photoshop,
·         Adobe Illustrator, Adobe In-Design and MS-Office: Excel is highly desirable.  Experience on the MAC versions of these software modes also a plus.
·         Good Photo taking skill is recommended.
·         English: Fluency in English is highly recommended.
·         Academic Year:  3rd year students and beyond.
·         Period of Internship:  Open year-round for periods of 60 to 180 days with the exact period and hours arranged between the intern and IO. 
 
 
PA/IO Multimedia Service Unit – 1 position (to be filled year-round if possible, in order of preference)
 
Position Descriptions
 
The intern will assist Multimedia Center staff in supporting all audio visual needs of the embassy.  This includes but is not limited to:  creating and editing videos for social media, live-streaming events from the Embassy, downloading video clips from broadcast networks to create DVDs.  The intern will also arrange and assist in setting up meetings by Digital Video Conferencing (DVC) equipment, as well as sound and video equipment for Embassy events.  The intern may also be asked to take digital photographs and videos of Embassy events and update and catalogue DVD archives.
 
Required Qualifications
 
·         Academic Major/Skills Required:  Any area of study, but preferences to those with experience in working with video, audio, editing, sound, photographic equipment and software.
·         English: Fluency in English is highly recommended.
·         Academic Year:  3rd year students and beyond
·         Period of Internship:  Open year-round for periods of 60 to 180 days with the exact period and hours arranged between the intern and IO. 
 
 
APP-BUSAN - Political/Economic/Public Diplomacy Intern (1-2 position)
Position Descriptions
 
This position is located at the American Presence Post in Busan, Korea(http://busan.usconsulate.gov).  All applications are welcome, but applicants should expect to regularly commute to the APP during the course of the internship.  Research political, economic, and commercial issues in the APP district.  Support external APP events and reporting trips, serving as notetaker for meetings.  Design and develop APP media materials.  Assist in website administration, updating the APP’s contact list and other tasks, as assigned.  Support external APP events as needed.  Learn professional protocol practices and office operation planning.  Internet research and report-writing skills preferred.  English written and verbal skills are not required.
Required Qualifications
 
·         Academic Major: All majors accepted
·         Academic Year: 1st to 4th year students
·         Period of Internship: 2-6 months, 8-40 hours a week. The exact internship period will be arranged between the intern and the APP.
 
 
DHS-CBP -1 Position
 
Position Description
 
Perform various US customs and immigration projects, such as providing guidance to public and commercial entities regarding Visa Waiver Program, US Entry Requirement, Global Entry US Customs regulations, and assisting CBP Attaché by providing administrative work and translation.  Daily training for US immigration and customs laws and regulations will be provided.
 
Required Qualifications
 
·         Academic Major: Any area of study
·         Academic Year: 3rd and 4th year student
·         Period of Internship: 90 days to 180 days starting from Jan 2014.  The exact internship period and the hours per week will be arranged between the intern and the CBP office.
 
 
DHS-ICE -1 Position
 
Position Description
 
Perform a variety of management assistance for the operation of the HSI office, including asset management, market research for procurement, reconciliations of expenditure and other duties as assigned. Assist in various internet base research and report writing.  Handle public inquiries regarding the Voluntary Departure Program and assist working with Korean law enforcement agencies for the Enforcement and Removal Operations.
 
Required Qualifications
 
·         Academic Major: Any area of study
·         Period of Internship: 60 to 90 days, 40 hours per week. (Nov 2013 - Jan 2014) The exact internship period and the hours per week will be arranged between the intern and the HSI Attaché Office.
 
 
AGAFF Intern - 1 Position
 
Position Description
 
Perform research and writing on U.S. commodities in the Korean market and various agriculture-related issues.  May also assist in data collection and assembly or translation and preparation of materials for office presentations, briefings, and other assigned tasks.  Applicants should have good computer skills on MS office programs.
 
Required Qualification
 
·         Academic Major: Agriculture, Economic Studies Food Science, International Relations(Affairs) or Other relevant majors
·         Academic Year: 2, 3 and 4th year students
·         Period of Internship: 120 to 180 days. The exact internship period and the hours per week will be arranged between the intern and the Agricultural Affairs Section.
 
 
ATO Intern - 1 Position
 
Position Description
 
Conducts research and writes reports on the Korean market for food and agricultural products.  These Korean Market Briefs and other reports highlight market opportunities for US exporters and include import trends and statistics, competitor activities, import barriers, market entry options, Korean regulations and impact of Korea-U.S. FTA implementation.  Intern may also assist with other activities for ATO office.  Other tasks may include:
 
·         Carries out responsible tasks in support of the Director of the Agricultural Trade Office (ATO) and other ATO staff.
·         Assists in researching and preparing reports for Korea (final products are published USDA reports).
·         Solicits and compiles agricultural foreign trade statistics (final product will be collected trade statistics for Korea suitable for use in a voluntary report).
·         Travels as necessary to complete assigned tasks (final products are a trip report and completion of assigned tasks).
·         Prepares voluntary GAIN report on the market in Korea for products
·         Researches various agricultural economic and policy aspects of Korea
·         Support ATO’s information gathering activities
·         Verify/update contact database
·         Assist with other activities including but not limited to trade shows and other promotional events.
 
Required Qualification
 
·         Academic Major: Agriculture Studies, Ag-Economy Studies, Food Science Studies preferred but not mandatory
