The U.S.Embassy in Seoul implemented a Foreign NationalStudent Intern Program (FNSIP), which is designed for non-U.S. citizen collegestudents in Korea to do an internship at our Embassy.  Thisprogram would benefit students by providing them with valuable educationalexperience in a U.S. Diplomatic Mission, and the challenge of working in aforeign affairs environment.

 

There areno benefits, compensation, or any future employment rights attached to studentparticipation in the FNSIP.  However,students would gain valuable experience in various areas of foreign policy andmanagement, and possible college credit that your educational institution maydecide to award.

FNSIP OPENING ANNOUNCEMENT:  We ask you to distribute widelythe FNSIP announcement in areas where your students may view it.  This document provides the number, types, andduties specifiedfor a particular intern position; including the section of the Embassy in which the intern will work.

 

FNSIP APPLICATION/STATEMENT OF INTEREST:   Likewise, please make these available to your students who may wish to apply forthe program.  These documents will be used as important sources for the selection for the FNSIP.

 

FNSIP COLLEGE PERMISSION FORM:  The student mustsubmit this form, which requires the name, title, signature, and telephonenumber from the office responsible for outreach and internship programs.  The student submits this form, after youreducational institution has signed it, to show that that you have approved thestudent participating in the FNSIP.

What It Is

 

TheForeign National Student Intern Program is designed for students who arenon-U.S. citizens seeking internships with U.S. Missions abroad.  The program benefits both posts and studentsby providing the foreign national students with valuable educational experiencein U.S. Missions and by assisting posts in accomplishing their missiongoals.  The purpose of the Foreign NationalStudent Intern Program is to offer students the challenge of working in aforeign affairs arena and at the same time profit by their assistance.  There are no benefits attached to thisinternship and no compensation, nor any future employment rights.  The program is open to all students andprovides the opportunity to work for a short period (not more than nine months) in the Embassy togain experience in various areas of foreign policy and management.

 

Who We Are

 

The U. S. Embassy in Seoul is comprised ofvarious U.S. Government agencies.  TheDepartment of State, the primary presence at the Embassy, is the officialinternational relations arm of the President of the United States .  The Department is responsible forformulating, implementing and supporting U.S.foreign policy, assisting U.S.citizens abroad and managing the human and material resources that provide theplatform for U.S. foreign policy.  Members of theDepartment's Foreign Service and Civil Service are engaged in issues such asconflict resolution, nuclear non-proliferation, human rights and democracy,environmental issues, world trade, public diplomacy, and the promotion of theinterests of Americans and their businesses abroad.  Department of State employees are alsoinvolved in support and management issues -- improving logistical systems toget the best possible value for tax dollars. From time to time, a limited number of positions may become availablefor student interns who will work with Department of State (DOS), Foreign AgriculturalService (FAS), and Foreign Commercial Service (FCS) offices in theEmbassy.    

 

 

Program Requirements

 

The Student Intern is Not Considered a Federal Employee

A student participating under this program is not considered to be aFederal employee of the U.S. Embassy for any purpose other than injurycompensation or laws related to the Tort Claims Act.

 

No Compensation

No compensation or benefits are offered in connection withprogram.  Performance evaluation report will be provided at the end of their internship, if the interns request.

 

No Creditable Service

Participation and service in the Foreign National Student InternProgram is NOT creditable for leave accrual or any other employeetype benefits.

 

 

 

Minimum Eligibility Criteria

 

Eligibility Criteria in General

Only students who are non-U.S. citizens in Korea are eligible forthe intern program, including any non-host country foreign nationals who arelegal resident students of the host country, 18 years of age, and who areenrolled in a university, college, or junior college of not less thanhalf-time.  Non-host country foreignnationals are required to submit the same documentation as the otherapplicants, plus documentation proving legal resident status.

 

Definition of Student

Eligible students must also meet the definition of a student,pursuant to Title 5 USC 3111, as follows:

"3111. For the purpose of this section, 'student'means an individual who is enrolled, not less than half-time, in a highschool,* trade school, technical or vocational institute, junior college,college, university or comparable recognized educational institution. Anindividual who is a student is deemed not to have ceased to be a student duringan interim between school years if the interim is not more than 5 months and ifsuch individual shows to the satisfaction of the Embassy that the individualhas a bona fide intention of continuing to pursue a course of study or trainingin the same or different educational institution during the school semester (orother period into which the school year is divided) immediately after theinterim."

*NOTE: All Foreign National Student Intern Program applicants musthave graduated from high school or equivalent secondary school prior tobeginning their internship.

 

Minimum Age

The intern program applicantsmust be at least 18 years of age at the time of appointment.

 

Potential

The student musthave demonstrated potential to accomplish the type of work to be performed, asdemonstrated by transcripts and/or courses taken.

 

Transcriptand Permission

The student must be in good academic standing at his or her currenteducational institution and provide a certified transcript to verify it, andmust provide written permission from the educational institution in which thestudent is enrolled to participate in the Foreign National Student InternProgram.

 

Certifications

The student must receive a security certification and a medicalcertification once selected for the program and before starting to work.  The selected applicant is responsible forobtaining the medical certification.

 

MedicalInsurance

The student must be covered under the ROKG’s HealthInsurance Program on his/her own.

 

Typesof Assignments

Interns can be assigned duties that may include research, economicand political report writing, correspondence, information systems, analysis ofinternational issues, consular work, administrative duties, propertymanagement, procurement, financial management, and personnel management.

 

 

 

SelectionProcess

 

1.      Once the applications are collected, each employing section reviews them.

2.     Selected candidates will becontacted for interviews by the Embassy.

3.     Once all personnel procedures are completed, thenpreliminary selection(s) are made, the Human Resources Office will send anofficial letter extending an offer to participate in the program to all thoseselected.  This letter will includeinformation on the position, the dates of the program (willbe arranged between the student and the employing section) and the worklocation.

4.     Selected candidate will berequired to bring medical certification.  

5.     Final selection is contingent on passing medical andsecurity checks.

Community Liaison Office (CLO) – Two full timeequivalent positions

 

PositionDescription

 

The intern will perform as an assistant to the CLO Coordinator and theCLO Administrative Assistant in all CLO functions as directed.  The intern will, as directed by the CLO,provide Korean cultural and language resources to respond to the needs offamilies, under the guidance of the Senior CLO Administrative Assistant, andact on a timely basis to improve the quality of lifestyle and host-countryinteractions for both employees and their family members. The intern will alsoassist in planning events for community members on US military base in Yongsan.A secondary function is to provide administrative assistance to the CLO and theSr. Administrative Assistant in preparing newcomer and TDY packets, keepingaccurate and updated records of newcomers list and CLO Activity board,coordinating and helping to execute CLO events/activities, assisting with phonecalls and all recurring needs related to office management, correspondence,files and record-keeping.

 

RequiredQualification

 

  • Strong interpersonal skills are required.  The ability to organize and coordinate activities and to build contacts is imperative.
  • Must have a proficiency in the use of Word, Excel, and PowerPoint. 
  • Must have a clear knowledge on how to maintain MS Outlook Express to deal with email exchanges.

English Enrichment Program (EEP) – 2 Positions

 

PositionDescription

 

Perform variousadministrative projects in support of English conversation coursework,including:  maintaining and expanding learning website and researchingauthentic learning activities (i.e., news articles, short video clips, songs)to enhance English learning and cultural experiences of locally-employed Koreanstaff.  Particularly qualified candidates may, at times, teach entirelessons to students.

  • Academic Year:  2nd year students and above
  • Recommended Experience:  Students who attended high school in the US or an American High School overseas or students who demonstrate a high-level of spoken English fluency will be considered first.
  • Period of Internship:  Approximately 120 days.  From December to June , 2018.  Approximately 15 hours per week (schedule to be arranged between the intern and the English Enrichment Program).

 

 

 

 

 

Consular Office (CONS) – 4 Positions

 

American Citizen Service (ACS) Intern – 2 ~ 3 Positions

 

PositionDescription

 

In the course ofdaily work, the ACS Foreign National Student Intern will receive, screen,organize and track applications, documents and information from a variety ofsources.  The Intern will conduct pre-screening and perform data entry ofcases while ensuring the completeness and accuracy of information.  He/Shewill assist in providing information about routine applications, SOPs, andregulations to ACS customers.  The Intern may participate with ACS staffin public outreaches at military bases such as Yongsan Garrison and Osan airbase.  At times, he/she will assist ACS personnel providing SpecialConsular Services to U.S. citizens in distress, and may accompany them whilevisiting hospitalized and/or incarcerated individuals.  As one of theirmain projects, the Intern(s) will also assist in planning and providingassistance for US citizens during the 2018 Pyeongchang Olympics.

Fraud Prevention Unit (CONS/FPU) - 1position

 

PositionDescription

 

Performresearch and provide reports on Korean government, universities/colleges, andbusinesses. Assist in validation studies by analyzing data.  Assist inconsular fraud prevention outreach efforts including social mediamessaging.  Perform case specific research, as assigned.  Applicantshould have excellent English and computer skills.

Immigrant Visa Unit (CONS/IV) - 2positions

 

PositionDescription

 

Assist in the processing of ImmigrantVisas.  Conduct pre-screening of case files to ensure completeness andaccuracy of information.  Perform data entry into the Immigrant VisaOperating system.  Perform case specific research, as assigned. Applicant should have excellent English and computer skills.

Correspondence/SocialMedia Specialist. Assist with producing SNS content (WordPress Visa Blog,Facebook and Twitter) which includes research on the internet, translation intoKorean and English, creation of articles and posts, and reporting on currenttrends. Assist in Nonimmigrant visa outreach efforts. Assist in projects andportfolios as assigned.

PositionDescription

 

Conduct research,monitor local media, attend meetings, and draft reports and memos on economicand trade developments in the Republic of Korea.  Specific topics couldinclude:  U.S. – Korea Free Trade Agreement enforcement; South Koreantrade policy and regional economic integration; development assistance and foodsecurity; South Korea’s foreign investment climate; North Korea’s economy;green growth; climate change policy; health security; and other environmental,science, technology and health related issues.  Interns may also assist inother tasks, as assigned.

 

Required Qualification

 

·        University (Junior or Senior) orGraduate student majoring in International Studies, Economics, Politics,Government, U.S. Studies, or a related field

·        Period of Internship: 6 months is preferred,8 hours a day, five days a week.  Preferred timeframe is from December2017 to June 2018.  The precise internship period and hours per week willbe arranged between the intern and the Economic Section.

 

 

POL - 4 Positions

 

Internal Politics Unit - 2 Positions

 

PositionDescription

 

Intern will perform research and writing on politicaldevelopments in the Republic of Korea, including the positions of the currentadministration, opposition parties, political factions, and currentlegislation. Intern will also assist in information gathering on civil society,child labor, human rights, religious freedoms, and trafficking in persons.Intern responsibilities may also include updating the Political Section’scontact list and other administrative matters.

·        PreferredAcademic Major: International Studies, Political Science, Government, SocialScience-related majors (for example: sociology, history)

External PoliticsUnit - 2 Positions

 

PositionDescription

 

An intern in thePolitical-External Unit will assist in political information gathering andreporting.  Areas of research may include North Korea, South Korean publicopinion, and the Republic of Korea’s foreign policy -- particularly with China,Japan and Russia.  Intern responsibilities may also includeinterpretation, translation and general administrative support.  Strongwriting and Korean/English language skills are desirable.

MilitaryUnit – 1 Position

 

PositionDescription

 

Intern will assist in politicalinformation gathering and reporting. Areas of research include militarycapabilities and trends in both North and South Korea, South Korean publicopinion related to the ROK-U.S. Alliance and the presence of U.S. troops in theROK, legal matters related to the Status of Forces Agreement, and ROK defensetrade with third countries. Intern responsibilities may also includeinterpretation, translation and general office support. Strong writing andKorean/English language skills are highly desirable.

Public Affairs

 

CulturalAffairs Office (PA/CAO) - 4 positions, 6 months duration

 

Position Description

 

Assist with Embassy programs in allareas, including culture, education, politics, security and alliance issues,international relations, economy and trade, science and technology, innovationand entrepreneurship, North Korea related issues, bilateral relations, humanrights, and more.  Before programs,conduct research as directed. At the program itself, assist with logistics,transportation, meeting and greeting Embassy guests, and taking photographs.After programs, help with clean-up and posting photos on social media.

·        Periodof Internship: January 2018 - June 2018

 

 

Information Office (PA/IO) - Embassy Design Center – 1 position (to be filled year-round, at2 to 6-month intervals, if possible)

 

PositionDescriptions

 

The intern willassist in all operations of the Information Office, but be based in the EmbassyDesign Center. Primary responsibilities will include: designing mission graphicarts, producing posters, banners, brochures, name cards, menu cards, reports,pamphlets, booklets and maps.  As needed,the intern will monitor Korean media outlets for U.S.-related articles and usethem to compile a report for circulation among Embassy staff. In addition, asneeded, the intern will take photos at official Embassy receptions.  We prefer an intern who can commit to aminimum of four months.

 

RequiredQualifications

 

·        AcademicMajor/Skills Required:  Any area of study, but preferences to those withComputer Graphics or Printing skills.  Experience in Adobe Photoshop,Adobe Illustrator, Adobe In-Design and MS-Office: Excel is highlydesirable.  Experience on the MAC versions of these software modes also aplus. Good Photo taking skill is recommended.

·        English:Fluency in English is highly recommended.

·        AcademicYear:  3rd year students and beyond.

·        Periodof Internship:  Open year-round for periods of 60 to 180 days withthe exact period and hours arranged between the intern and IO. 

 

 

RegionalPublic Diplomacy Outreach (PA/RPDO) – 2 positions, 3-6 monthsduration

 

Position Description

 

Assist withEmbassy speaker programs as well as cultural and educational events, which mayinclude conducting Internet and phone research to develop events.  Assistwith logistics, transportation, receptions, “meeting and greeting” EmbassySeoul guests, and planning for speakers’ programs and performances. Interface with venue operators to ensure that program venues are ready ontime.  Arrange meetings, distribute information, and conduct related activitiesto identify and reach new audiences, especially youth.   Conductsurveys with program participants and collect feedback from pastprograms.  Assist with program planning and development to improve futureprograms.  Contact and produce listings of entertainment bookingcompanies, think tanks and related organizations in order to identify Americanacademics, performers, and speakers living in or visiting Korea, who would besuitable for Embassy programs.  Assist in updating contact lists, websitesand other tasks as assigned.

Public Affairs/American Center Korea (ACK) - 4 positions, available year-round

 

The American CenterKorea (ACK) is the U.S. Embassy’s reference and research provider. We deliverinformation about the U.S. policy and society to the Korean people. Our goal isto provide specialized, accurate and authoritative information about the UnitedStates to Korean institutions and professionals. Materials in the ACK cover keysubjects about the United States: its government, economy, society, culture andpeople.

 

Required Qualification

 

  • Academic Major: Undergraduate or graduate students in any areas of study. 
  • Academic Year: Open to all interested candidates.
  • Period of internship:  Open year-round for periods of 60-270 days; 40 hours per week.  The exact internship periods will be arranged between the intern and the ACK staff, and interns who are able to serve longer periods will be viewed favorably.

      TheAmerican Center Korea (ACK) is the U.S. Embassy’s primary reference andresearch provider, delivering information about U.S. policy and society to theKorean people.  The ACK delivers keymessages through various programs, presentations, and library materials as wellas via the Embassy website.  Internsshould enjoy program planning, web research, group and individual projects,making presentations, and meeting new people at American Center programs.  Interns assist all aspects of ACK outreachprograms, reference services, library circulation, and program activities.  Interns should have strong organizationalskills and enjoy working with people. 

 

* Special preference:

      Specialpreference will be given to those with strong research and computer skills, andstudents who are majoring in library and information science, or web relatedfields.  Fluency in English is desired.

     

2.     Web/Social Media SiteSupport Intern (1 position)

      TheAmerican Center Korea (ACK) manages the U.S. Embassy official website and ACKSocial Media Sites such as Facebook and blog. Interns will assist generalmaintenance of the Embassy web site and ACK SNS sites.  Interns will help compile new content for theEmbassy Kids site and Info-PediaUSA site, and conduct research on how U.S.Embassy websites could be enhanced for delivering information about the UnitedStates effectively.  Interns should beflexible, creative and energetic. Interns will also assist with ACK programs,outreach, research, and special projects. Intern will work closely with the ACKstaff on various projects as well.  Priorwebsite experience is not required.

3.     ACK Maker Space Intern (1position)

The American Center Korea (ACK) has a Makerspace (any area where people gather tomake and create), where we have various workshops such as Fab Lab (fabricationlaboratory) and Art-Tech (Art & technology) programs 2-3 days per week.

Officeof Exchanges & Alumni - 3 positions,6 months

 

Position Description

 

The Office ofExchanges & Alumni workswith U.S. Government funded exchange programs as well as English languageprograms that encourage cultural/educational exchange and leadershipdevelopment for students and professionals.  We also engage and mobilizethe alumni from these groups to foster the people-to-people ties that areessential to the bilateral relationship.  Our alumni programs includeleadership and mentoring programs for young exchange alumni and universitystudents, a substantial number of which take place in regional areas.  Asan intern, you will assist in in a number of tasks for regular programming andmajor events.  The following is a comprehensive, but not an exhaustivelist of your major responsibilities:  Serving alumni leadership ormentoring programs as administrative assistants; taking pictures and photoediting of events and programs; correspondence with exchange participants,English language educators, alumni, and various Embassy contacts;administrative tasks; research; and occasional translation/editing and dataentry.   We value your professional development, so your time with uswill include mentoring and specialized training to develop your skill sets forthe workplace.

PositionDescription

 

  • Assist investigators and office personnel in conducting outreach activity, including organizing public presentations, publicizing HSI-related directives and policies, supporting an HSI presence at liaison-building meetings with Korean law enforcement agencies and handling public inquiries.
  • Assist investigators in conducting investigative activity, including sorting quantitative and qualitative data using computer spreadsheets, organizing case files and case material, and other activities in support of HSI investigations.
  • Perform a variety of management assistance for the operation of the HSI office and other duties as assigned. Assist in various internet base research and report writing.
